Houses and solar design

Passive solar design is based on the following five principles that optimize the use of solar energy for heating and cooling the living space:
 Building orientation towards true south (in the northern hemisphere)
 Properly placed, energy efficient windows
 Calculated roof overhangs
 Thermal mass for energy storage
 Thermal efficiency and insulation.
Do you think that the five principles are ffrequently taken into account in new buildings? And in old buildings?
