Houses and solar design

Passive solar design is based on the following five principles that optimize the use of solar energy for heating and cooling the living space:
Building orientation towards true south (in the northern hemisphere)
Properly placed, energy efficient windows
Calculated roof overhangs
Thermal mass for energy storage
Thermal efficiency and insulation.
Do you think that the five principles are ffrequently taken into account in new buildings? And in old buildings?
